In late 2016, the Development Services Department (DSD) contracted with Matrix Consultants to analyze the cost of service for the entire department. The analysis examined all DSD costs for work units, overhead, including new resources needed to increase service delivery. As a result, a revised fee schedule has been developed to achieve full cost of service recovery.
The revised fee schedule is incorporated within the City’s proposed 2017-18 Operating Budget and will become effective on October 1, 2017 if approved. The revised fee schedule supports DSD’s proposed 2017-18 operating budget, which includes the addition of 51 new positions. Of these positions, 80% will be dedicated to reducing wait times and improving quality reviews, 12% to operations support, and 8% to technology and finance. These positions will provide the necessary resources to improve service delivery, on-time reviews, and meeting increased service level demands. Because the revised fee schedule supports these new resources, there will be zero impact to the City’s General Fund.
DSD will continue service enhancements which include, but not limited to, establishing an enhanced project consultant system for site plan and subdivision reviews, increasing life safety reviews and inspections, continued development and maintenance of the City’s online system of record (AMANDA), expanding technology initiatives, increasing staffing for residential review, increasing staffing for inspections, and collaborating with 3-1-1 to respond to customer phone calls 24 hours a day, 7 days a week.
The public is invited to provide feedback on the department’s proposed budget during a budget hearing scheduled for August 17, 2017 at 4:00 p.m. The public hearings will be held at City Council Chamber, 301 West Second St. Budget adoption will occur September 11-13, 2017.
